Dubai approved a major expansion of Al Maktoum in 2024, intended in time to absorb all the traffic currently handled at Dubai International. The programme spans more than a decade, but the direction is set : business aviation already finds ground fluidity there that DXB, saturated by commercial traffic, can no longer offer at peak hours.

The second factor is human rather than infrastructural. Entry conditions for the United Kingdom depend on each passenger's nationality, not on the point of departure, and the country has rolled out an electronic travel authorisation for several visa-exempt nationalities. On a flight out of Dubai, where passenger groups are often of mixed nationalities, that passenger-by-passenger check governs when the flight plan can be filed.
